Lectures: Refresh button does not actually refresh new lecture units / programming exercises #10271

Describe the bug

As shown in the video, the refresh button does not work when a new lecture/programming exercise is added.
I haven't tested any other behavior with it, but I'm sure there's more to it than that. Does it have any purpose at all?
It even shows a short loading screen, but it doesn't show the latest units/exercises.

To Reproduce

  1. Go to a Course with a Lecture
  2. You need two tabs (the first one should be in Course -> Lectures)
  3. In the second one you need to create a new lecture unit (Manage -> Edit -> Scroll down)
  4. After adding the unit go to your first tab
  5. Click Refresh and see that it does not work
  6. Test with different modules/exercises etc.

Expected behavior

The refresh button should behave in a similar way to the native refresh button in the top left-hand corner of every browser.
