Failed to de-crypt PDF document while file encryption is enabled

Hi,

I enabled both file encryption and user_otp. I couldn't view the pdf document using webdav call (http://example.com/remote.php/webdav). If i disable user_otp means it works fine with fine encryption. Could you please take a look into this issue?

I even tried to disable user otp for remote.php in admin side, but it doesn't help. :(
