[Doc] Kafka input ACL permissions #326

It would be interesting to add:

A list of required ACL permissions for each resource:
- DESCRIBE Topic
- READ Topic
Few pointers to up to date documentation, such as https://kafka.apache.org/documentation/#security_authz

@karenzone We can work together on this. I can make a first pass on describing necessary ACLs, and dig out a few more Kafka doc examples...
