Only 20% of GPU is being used 🤡

Whenever I runn fooocus, only 20% of my total GPU is being used. But when I play a stupid game, say gta sa, it utilizes it 100% (Although fooocus is far more heavy to run than retro games). Does anybody has the solution to this problem? Moreover, it ain't even using my amd GPU, it's using the integrated Intel one.
