Steps to archive the lincbrain-cli package

Once dandi#1527 is merged and a new dandi-cli version is released, let's archive the lincbrain-cli. The following items need to be addressed in this process:

• Update the README of this GitHub repository to point users to the dandi-cli
• Update the Project description on the PyPI project to point users to the dandi-cli
• Update the LINC docs - Updates to replace lincbrain-cli with dandi linc-docs#29
  • Update the navigation bar to point to the dandi readthedocs site
  • Update the Welcome page
  • Update the Upload data page to replace lincbrain and lincbrain-cli with dandi
• Update LINC Data Platform
  • Upgrade dandischema to 0.10.4, Update UI references to dandi CLI instead of lincbrain CLI linc-archive#276
  • Updates to replace lincbrain-cli with dandi linc-archive#279
• Archive the lincbrain-cli PyPI project
  • It's only possible to delete the project so we are keeping the PyPI project as is with the disclaimer in the Project description.
• Archive Delete the lincbrain readthedocs site
• Archive the linc-cli GitHub repository
• Make an announcement on the LINC Slack #general channel

Future work

• Update Dandi Hub - Remove lincbrain CLI installation due to dandi CLI handling different APIs dandi/dandi-hub#205
