Release lm_test via PyPI

Describe the solution you'd like
If one of our goals is to create a tool that others can use, it makes sense to release it via PyPI. I think this will also ensure that we really keep the quality of the project high.

Describe alternatives you've considered
We could just create a wheel and point people to it rather than PyPI
