Migrate to Maven Central Portal

OSSRH is deprecated and reaches end of life on June 30. The goal of this task is to migrate the publishing tasks to the new Central Portal.

Thanks, I wanted to double check it's not just me and no auth is needed. 😁 I'll try to push a stable release via Central Portal this week and close the task, possibly with a Kotlin update as well.
