Rebuild recent packages after snapcraft 3.11 is released in stable

Ever since the base: core setting was added to snapcraft.yaml, builds have been reporting missing stage-packages.

In practice this seems to have no impact, but snapcraft 3.11 should fix the error and ensure that libraries link against the correct core snap libs:

We should therefore rebuild all recent releases (1.18+) once snapcraft 3.11 goes into the stable release channel.

My apologies, things got a wee bit busy the last months for a variety of reasons. Those builds have been triggered -- I'll close this once they are in the snap store.

amd64 builds look fine, i386 builds are still reporting missing stage-packages. I'm treating that as low priority (I'm honestly not sure anyone uses them...), but will follow up as needed. I've updated the snapcraft forum thread: it may be that the extra stage-packages are needed for the i386 case, depending on what is in the i386 core snap.
