KEP-2170: Add Installation for Kubeflow Platform

What you would like to be added?

Part of: #2170

We should add the manifests overlay for Kubeflow Training V2 which allows to install it within Kubeflow Platform.

This is similar to Kubeflow Training V1: https://github.com/kubeflow/training-operator/tree/master/manifests/overlays/kubeflow
