multiple loading issue

there is a redundancy whereby (my personal version of) the file kjhealy.org is loaded 4 times, as is clear by looking at the messages buffer after loading emacs. By commenting out certain lines I was able to get it to load only once, but I don't understand the variables well enough to make a patch. If you can explain this code block, I would be able to do this.
