Installing Baysor without Admin Privledges?

Has anyone been able to install Baysor without administrative privileges on Windows? Despite installing Baysor as a Julia package no .exe appears in the julia bin. I believe this is because GCC or Clang needs to be installed to properly get this but you need administrative privileges to install either of these.
