Accessing other users public files post-keybase.pub shutdown ?

Describe the bug
keybase.pub made accessing other users public files easy. After its shutdown, is there any easy way to access public files via the command-line/web browser?

Suppose I'm user "john" with some files in my /public and /private. I'd like to access a file in another user "jack" public folder.

Is this still possible (with/without shared public keys) ?
