feature: Implement kcp-operator multi-region mode

Feature Description

After POC is done implement multi-region operation mode in kcp-operator. This potentially will include ability to set operator into main/follower mode and export resources from main (dry run) and add them to followers.

We could even use a multi-cluster runtime, but this assumes you have access to all the clusters via kubeconfig, which might not be the case. So we should not build on this assumption.

Proposed Solution

1. Implement operator main/follower modes for multi-region deployments.
