I tried to set up #36 locally. First, the migration failed with an error related to creating a new foreign key (permissions -> policies). When I rerun the migration, it was still missing some other table and throwing an error on login attempts. Unfortunately, I'm not sure what went wrong as I then redeployed v10 from scratch and the upgrade worked.

However, doing a clean setup with v11 (not just migration from v10) is 100% broken right now due to some changes in the permissions system.
