applyMavenCentralRules defaults to true not false

In this page it says that applyMavenCentralRules defaults to false but in our configuration it defaults to true.

Signing is automatically enabled if applyMavenCentralRules is set to true. Otherwise it should default to false.

We don't set a value for applyMavenCentralRules in our configuration, that means it should default to false and therefore signing should be disabled. The problem is that applyMavenCentralRules actually seems to default to true, not false. I verified this by looking at our trace.log
