We need to document how to set your name and email address in Git. We should link to this from Contributing to Code, Commits and Pull Requests, and even the CLA page.

http://git-scm.com contains documentation about git config. and its fairly easy to find.

It doesn't matter how easy it is to find. We shouldn't be sending would-be-contributors on an Internet egg hunt to find out how to meet our requirements.
