[3.9] Menu module and "Separator"

Why can't I choose the "Separator" as base item in the menu module?

In order to choose it, I have to change this type of the item to something else, for example a "Single Article".

After selecting base item and saving, I can now change the menu type back to separator. The menu and everything works fine.
