Description

We should aim to support version 0.13 of the Did Document specification. The current implementation should be updated, tests should be updated, and migration logic added.

Note: This issue was already addressed as part of the #308 and #327 (subsequently converged into 4.0-beta1). In order to simplify the review and feedback process, we decided it can be re-implemented (reusing existing code where possible) as a separate PR.
