Multiline text field duplicate characters in IE11 #11

When using a multiline text field in IE11 typing characters sometimes duplicates them. This only seems to happen for multiline text fields.

For example, I typed asdf into a text field and the resulting value displayed was aaaaasdf.

I think it could be related to vuejs/vue#7480.
