Trying to get your tool to run in an Action

Hi! I am trying to get your tool to run on my repository through a GitHub action. I seem to be having a problem where your tool runs without reporting any errors, but does not actually change any of my files. Is it possible to use your tool in an action? If so, do you know of a fix for this issue?

Here is my configuration in my .yaml file:

    name: Add License Headers
    runs-on: ubuntu-latest
    steps:
      - uses: actions/checkout@v3
      - uses: actions/setup-python@v4
        with:
          python-version: '3.10'
      - run: pip install licenseheaders
      - run: python -m licenseheaders -t header.tmpl -x *.xml -v -d src
