The TSM files embedded in the F360 format (zipped) are plain ASCII files in TSM format, which is yet another format and I do not even know if the F360 version is standard. If SAT implements T-splines, which I am not aware, then a conversion should be possibile, in principle. Bottom line is conversion from t-spline to full spline.
There are various solids and solid operations in Fusion 360 that are modeled through t-splines
The folder TSplines.BlobParts will contain .tsm files which are defined by a totally different formalism from .sat.
