FloatwingService not starting when using com.android.launcher(X) package name

Works completely fine when app package name is different from com.android.launcher(X), where (X) is any number.
If setting this package name an error "No implementation found" occurs.

I dig a little and found out that FloatwingService.onCreate() never calls.

FloatwingService.ensureService seems to wait for onCreate completed, but actually waits for only 100ms (1 while(instance==null) cycle):

However correct waiting will not really help, because FloatwingService.onCreate() never calls.

My working for other package names AndroidManifest:
AndroidManifest.txt

Maybe issue is in manifest and the service is supposed to be declared in some different way, but I didn't find any info on this. I don't understand why the package name plays a role.

Same happens even to example app if changing package name to com.android.launcher(X)
