Merging dependency pull requests set false impression on maintained plugins

Description of the bug

Merging a dependency pull request doesn't always mean a new release is required.
Because of this, when merging such pull requests, the timespan between last commit and last release increase.

This means the adoption scoring will decrease the plugin score at some point.
Even if the plugin is actually maintained.
