Same error as in #394 & #396, https://github.com/jenkins-infra/terraform-states/commit/23bfdcee2f166b93d635a80c9c1851bfb6e67d6c wasn't enough. (since reverted)

Commented out as hotfix in 6a00a0d

I'll create the File Share manually via Azure Portal, added a TODO comment to determine how to create it as code with terraform later.
