Configuration as code

• ele_order should simply be determined by the order of the elements in the json file
• need to support a mixture of .json files in the config folder - the deduced config is determined by reading them all and merging the contents - this way multiple applications can be represented each by their own file
• empty array and null/not set should be treated as equivalent on import (exported config, reimported, there were mismatches)
