bug: Pause scroll during response generation

Describe the Bug

Less of a bug, more of a usability enhancement request.

When response is generating, a user scroll up should pause the chat in the position of the scroll.
Jan continues to scroll text up, instead of pausing where the user scrolled.
This allows you to read the beginning of the response while it is still being generated.
This is the behavior of every other LLM UI.

Steps to Reproduce

• prompt chat
• scroll up to beginning of message while response is generating
• text continues to move upwards as it is generated
