Does absolutely nothing

I hit "Run" and it does absolutely nothing. I don't have alot of info, just a video. Thanks if you can help! (yes, i use hypercam, not for a joke)

Same issue here. I just downloaded this Rebuilder executable, but it won't launch the game at all. Clicking the run button does nothing. And I can't find any instructions on what to do about it.

atleast for me i just had to put d3drm.dll into the folder in which the game was installed in order for it to work. altough i did this on windows 10 just so u know.

This actually got the game running! But for some reason it loads then crashes when i enter the police station or go to build a racecar. (I've tried several other .iso dumps, even my own CD-ROM of the game and it still crashed on those two places)
Edit, it crashes on the beach too.
