Turn FRRouting into a true daemon #2807
Description
With #2806 and initial interface configuration turned into a daemon configuration file (which wouldn't hurt Linux either), we could provide a control-plane subset of FRR functionality as a daemon (= no Ansible required).
Not sure whether I'd be brave enough to tackle the data-plane part (VLANs, VRFs, VXLAN), but one has to start somewhere ;)
