implement Job tracker ( record format ) to delegator : so that can track among all the requested jobs, what is on going status and what is finalized status.
calculate cairo step for the job
add logic to compute reward that corresponding to the computed cairo step
Make sure to check if the delegator had stacked more than sum of all rewards of on going status job's reward. If not delegator cannot able to publish job to the p2p network
