In preparation for the possibility of NCEI using RA ERDDAP services to download and archive data, I suggest adding a new global variable, e.g., ncei_archive = true || false values.

@fgayanilo Thank you for bringing this up. I think we'll have to sort through the conversation in the issue referenced below to see if RAs using ERDDAP is a viable option to submit packages to NCEI for long term preservation.
