The following info banner
seems to have been meant to indicate that a link was for authenticated users only. This was probably before we had automatic login redirects. Now, this banner ends up only showing once the user is logged in which is confusing (the user is already on the authorized-only page) and noisy (they need to dismiss the banner).
Describe the solution you'd like
Can we remove this banner altogether? I don't see when it would actually be useful anymore.
