A customer is trying to deploy from a non-source-controlled sandbox into a source-controlled namespace on a feature branch. The deployment includes an HL7 schema. Deployment fails with:
"Since starting the deployment item(s) in the deployment have been checked out by other(s). Stopping deployment."

The expected behavior is that the deployment should succeed and the changed items should show as checked out by the current user. If the HL7 schema is removed from the deployment, it does succeed.

The version is:
IRIS for UNIX (Red Hat Enterprise Linux 9 for x86-64) 2024.1 (Build 264_1U) Thu Apr 4 2024 15:05:12 EDT [HealthConnect:7.2.0-1.r1]

Need to see if this is an upstream issue (it could be).
