Steps to reproduce:

1. Installed snap via homebrew
2. curl install the publisher-file
3. run snaptel plugin load snap-plugin-publisher-file

Expected results:
Plugin loaded

Version: 2
Type: publisher
Signed: false

Actual results:
Error loading plugin:
URL target is not available. Post http://localhost:8181/v1/plugins: dial tcp [::1]:8181: getsockopt: connection refused
