Deploy the system on-chain. This includes the protocol parameters and the initial (empty) linked list.

We should probably do this as a CLI tool. That way we don't need a web UI and we can easily run it as part of our CI process. The tool should make the deployment and produce a JSON file with the system parameters and UTxOs.
