Investigate how to test the new cat gateway

Description

Cat gateway was updated and the way we run it for testing does not work anymore, we need to find out how to spin up the new version of gateway in order to fix the tests
To run cat gateway first create a scylla db cluster:

cd catalyst-voices/utilities/local-scylla
sudo just scylla-dev-db-cluster-reset

Run cat gatway

cd work/catalyst-voices/catalyst-gateway
just run-cat-gateway
