Summary

As a proposer, I need to be able to assign a category / tag to my proposal, so that it can be discovered by other users with similar interests.

Use Cases:

• Horizons / Theme

Acceptance Criteria

• Default value should show "no tag selected"
• In edit mode, user only see category dropdown at first. Upon selection, the the tags for that category appear below as selectable chips
• User may select only 1 category / tag per proposal
• In filled state, category and tag to be show as a single theme in the format " : "
• Both selections must be made before user can save
