Summary

As a proposer, I need to be able to add links to my proposal, so that I can point voters to relevant information about my project that goes beyond the scope of my proposal.

Use Cases:

• Supporting Links

Acceptance Criteria

• No links are required - optional field
• User may enter up to 3 links
• Links must be HTTPs
• Component validates that links entered are HTTPs and highlights in red if not
• User cannot save while validation error is active
• After saving, users should be able to easily click and follow link from the view state
