Introduced in #29,

  • there is an incomplete impl of BlockDriver, missing post_block_checks
  • there are missing impls of BlockDriver that take CancunContext and PragueContext

There's some question about how far to go here, as state root calculation is too far, but receipt root and withdrawal root seems reasonable
