Update datasetID and license in write_dwc()

• datasetID: currently https://www.vliz.be/en/imis?module=dataset&dasid=5873 but can be shortened to https://www.vliz.be/en/imis?dataset&dasid=5873
• license: currently https://creativecommons.org/publicdomain/zero/1.0/legalcode, but cf. movepub/camtrapdp can be shorted to code like cc0-1.0
• eventRemarks: currently detected on receiver x. I think it is better to say detected by receiver x

I believe this can be changed directly in the SQL file, if so, then it's easy to port to etnservice as well.

The preferred notation for datasetID is in fact:
https://marineinfo.org/id/dataset/5873
This is used as a PID & GUID for Linked Open Data & allows for content-negotiation
