As mentioned in PR #35, the review should get published to the arXiv to spread the reach of the information in this resource, perhaps on a biannual or quarterly basis.

This seems like a good way to establish "releases" of the review that would fit well into the nature of Zenodo as well (c.f. Issue #14). Once uploaded the first time reminder triggers can also be setup through "schedule"d GitHub Actions workflows (which are just CRON jobs).
