Add documentation on how to unlock a userID in Db2 on Cloud #125
Description
Needing to unlock a Db2 on Cloud userID is a common customer issue and not currently documented in the user management documentation (https://cloud.ibm.com/docs/Db2onCloud?topic=Db2onCloud-user_mgmt).
It would be nice to add this to the documentation to facilitate users efficiently handling lock/unlock tasks by themselves.
