Document enhanced control over plugins registration 

Document using the `--plugins` option to specify a comma-separated list of plugin names to be registered.
If plugins are not specified with this option, Besu will register all plugins found in the `plugins` directory.

Note: May be worth specifying how users can find the name of the plugin.
