Finalize network adminstration tools design

We need to have network monitoring tools. I am thinking of something like this: https://ethstats.net/

However, we need to determine what fields are required. I think statistics like 0.95 CI for transaction confirmation times, etc. are needed.

I think we should make the network admin tools an open source project under Hyperledger, e.g., iroha-network-tools.

What kind of items can be considered as items to be displayed?
For example, is it the following item?

・Best block
・Last block time
・Avg block time
・Uptime
・Peers
・Block times history
・Block propagation history
・Transactions history

[Detail]
・Node Information
　　name, type(Leader/validating), version, latancy ..etc
・Block Information
　　height, timestamp, hash, size ..etc
・Transaction Information
　　TxHash, block height, from, to, latencies ..etc

I can think we probably need the following information:

・Hijiri (trust) scores of peers
・Latency information of peers
・Information about assets and transfers of assets
・Ability to query for transactions by accounts or transaction hash
