Basic contract deploy tooling

• Write some basic deploy tooling - we should be able to deploy contracts to a local Fuel node / public Fuel testnet with a command and some very basic configuration.
• This shouldn't necessarily tap into any of the existing tooling that lives in the monorepo - integrating with that probably takes a lot of effort. This also doesn't necessarily have to be anything like our other deploy tooling (e.g. TS) - we should do whatever is easiest to deploy Fuel/Sway contracts, likely using forc.
• Should include Mailbox, MultisigIsm, and IGP
