We should be able to decode and encode arrays of arrays. eg

struct ArrayOfArrays {
    let a = Array<Array<String>>
}

should be represented as

a[0][0]=test11&a[0][1]=test12&a[1][0]=test21&a[1][1]=test22&a[1][2]=test32
