Ensure there is no conflict if multiple initialisations are attempted in quick succession #9

Is your feature request related to a problem? Please describe.
- We have yet to test if multiple NearestCity objects are initialised in quick session, what happens in the db.
- I assume there will be a race condition error or sorts.
Describe the solution you'd like
- Investigate what happens.
- If issues, fix with a locking mechanism of sorts to prevent multiple initialisations at once.
- If no issues, close this.
