What about an option to allow players to join an already running game? The player would take over some random AI player, if there's any available. If not, the player can't join. Also, a player may not be allowed to join a game multiple times (i.e. join as AI 1, get defeated, join as AI 2).

Just another idea I just found in old issues (here).
