Tag plugins with IDs #2659
Description
This will allow us to inject plugin ID to selectors instead of plugin name which can be spoofed/duplicated. The challenge is figuring out how to inject the ID to plugins so it's type-safe and accessible everywhere. It will need to be done when we initialize plugins, and plugin config needs to assume it already exists, so some type modifications are necessary.
