In Pulsar 1.107.1, typing \cite{ in a LaTeX file does not trigger anything and no drop-down appears (package version 3.0.5 with manual fix of the weight problem #25 as suggested by Xavoh to have the package "run", before experiencing the issue reported here)
It seems that the promise registration at startup is at fault in the cite-manager.coffee, preventing the module to run.
