Problem you are trying to solve

To add functionality as in Netlimiter where you can allow applications but limit their bandwidth. The problem is that I can't limit the bandwidth and have to selectively allow / disallow as needed. With a bandwidth limit, I can add apps in a limited way without outright disabling them.

Suggested solution

To add functionality as in Netlimiter where you can allow applications but limit their bandwidth. Then, I can limit bandwidth for Microsoft Edge and play games without limits.
